Why a solid PNG and not a JPEG
A single-colour image is the best case for PNG's lossless compression: a 4K pure black PNG saved from a browser is only around 160 KB, and every pixel is exactly #000000. JPEG stores colour in 8×8 blocks with chroma subsampling, so a "black" JPEG can come out as #010101 or pick up faint noise after re-saving. If you need the black to match a website, a video letterbox or another graphic exactly, PNG is the safer format.
Pure black or near-black?
Pure black (#000000) switches OLED pixels fully off and gives the deepest result on phones and OLED TVs. For a background that will carry long passages of white text, a near-black such as #0a0a0a or #121212 is usually easier to read. Need more than a flat colour?

Questions
Is this free for commercial use?
Yes. A flat black image is not a creative work, and the site's terms state that anything you export is yours to use, commercially or otherwise. No attribution is needed.
Is anything uploaded?
No. The image is drawn with the HTML canvas element on your device and saved through your browser's normal download.
What is the largest size?
Up to 16,384 pixels on a side. Desktop browsers can draw roughly 134 megapixels in total (enough for 8K at 7680×4320); iPhone and iPad Safari limit a canvas to about 16.7 megapixels, so 8K is out of reach there but 4K works.
